One of the 5 ways to improve speed is to have a more powerful “drive”. Ankle weights, when used properly, will help you strengthen some of the muscles that will help you have a more powerful drive from your legs; so in that way, yes.

However, it is important that you understand that ankle weights must be used properly. For example, wearing ankle weights while running will NOT help you get faster when you take them off. In fact doing that could make you slower, since it will negatively affect your running form, and it also could lead to an injury.
